Let’s say you live in a small town trying to regenerate after the decline of local steelmilling. That’s the situation in Newport, Wales.

A few creative types decided initiatives like bringing a semiconductor factory and the world’s largest car crusher to town weren’t cutting it. They decided to put the place on the map by spoofing “Empire State of Mind,” the song by Jay-Z and Alicia Keys.
